Their is no actual commandment to wear a tallis! The commandment is that the tzitzit, with a thread of techeilis (a specific shade of blue that we can no longer identify) must be worn on a garment with four corners. (A modern button up shirt does not count as the corners have to be at the same level- and the collar (two corners) is not at the same level as the bottom of the shirt (two corners)) However, there is a general principal that in times of danger we should seek to fulfill as many mitzvot as possible – thus we deliberately don a garment that enables us to fulfill the mitzvah of wearing tzitzit on a four cornered garment.
The tallis worn during shacharit used to worn by many for the entire day- together with the tefilin. However, nowadays it is the custom to rather wear the Tallis katan (small vest with tzitzit attached) under clothing (with tzitzit out or tucked in)
Edit: I see people claiming there are 613 knots in tzitzit- yet there aren’t! there are 39 windings per tzitzit, plus 5 sets of double knots. (Ashkenazi- 7,8,11,13 windings between knots) or 40 windings plus 5 sets of knots ( Chabad- 7,9,11,13) or 26 windings plus 5 sets of knots (Sephardi – 10,5,6,5). where the reference to 613 comes from is Rashi who takes the numerical value of the word tzitzit (600) and adds the eight threads and five double knots per tzitzit to get to 613.
